The way window treatments are installed has a big impact on the look of the room. I prefer my curtain rods to be installed close to the ceiling (to make the room feel taller) and wide (to make the window look bigger). The length of the curtains should just graze the floor. You can let the curtains even puddle at the floor for a more romantic look. I really love a pleated curtain look. You can achieve this with pleat hooks or by using curtains that have the tabs on the back. Train your curtains by bunching up the folds neatly, tie it with a ribbon & let it sit overnight. Once you let remove the ribbon, the curtains should have the folds "memorized".
